QC Inspector – Electrical


The Centralized Utilities Company (Marafiq) will provide utilities for the Duqm Special Economic Zone. The Company is presently developing a captive power and water plant to be implemented via an EPC contractor on a lump sum turnkey basis.

This role is for a QC Inspector – Electrical to provide inspection of site construction activities of the EPC Contractor and assigned subcontractors at Site during the execution of the Duqm Integrated Power and Water Plant. The project is a captive plant serving the Duqm Refinery Project. Other projects may also be assigned.

The initial focus of the role to closely monitor the quality of EPC Works activities at site in respect to compliance with HSE requirements, contractual technical specifications, engineering standards and quality requirements.

Qualified candidates should possess a minimum of 15 years’ experience as QC Inspector – Electrical’s roles in power and/or reverse osmosis desalination. A minimum of 10 years should have been as Electrical QC Inspector in executed Power Plant projects in GCC.


  • As a member of the site projects team, provide an input for the formulation of plans for management of all electrical activities and materials.

  • Adhere to the Company’s health, safety, environmental and security policies at all times and immediately report violations of these policies to Marafiq’s health, safety & environment representatives

  • Review the EPC Contractors electrical quality plans, construction drawings, site procedure, work drawings and specifications during the construction

  • Identify any non-conformities of any works executed at site against codes, standards and the contract documents.

  • Executes the specific inspections on materials, equipment and construction/installation activities on site.

  • Issues the relevant Quality Records and, when necessary, writes and sends to QC Manger non-conformances reports.

  • Verify proper cable laying and cable identification.

  • Witness all site electrical tests, controls and inspections carried out.

  • Check conformity with the Quality Control Plan, obtain the relevant documentation, check procedures and equipment to be used in tests, controls and inspections, manage documents certifying tests, controls and inspections.

  • Ensure the correct implementation of the approved Inspection Test Plan.

  • Ensure good communications and relations with the contractors

  • Serve as day-to-day interface with contractor and craft labor during the Construction Phase, providing a focus on safety, quality and inspection

  • Interface with QA/QC personnel to address quality issues/progress

  • Verify post-site arrival of procured equipment and all materials received and used at Site

  • Ensure compliance with specifications, procedures and ITPs

  • Delegate with Quality Manager and Construction Manager as required


  • Higher secondary school or business diploma qualification.

  • Bachelor Degree in Electrical Engineering equivalent from an accredited university

  • A minimum of 15 years’ experience in power plants inspection.

  • Minimum 10 years of experience working in the GCC Countries, special consideration will be given to the experience in the Sultanate of Oman.

  • Extensive experience with quality procedures and site inspection for Power Plants

  • Working knowledge of construction standards, codes of practice and regulations/legislation relating to electrical and instrumentation works in GCC

  • Working knowledge of OETC Standards Construction and Equipment specifications, AER and Omani Grid National Regulations

  • Previous exposure to high voltage electrical installation including switchgear and electric drives

  • English language fluency.

  • Strong analytical and technical writing skills

  • Leadership and Supervisory skills

  • Good interpersonal and communication skills.
