The Centralized Utilities Company (Marafiq) will provide utilities for the Duqm Special Economic Zone. The Company is presently developing a captive power and water plant to be implemented via an EPC contractor on a lump sum turnkey basis.

JOB PROFILE

TThis role is for Electrical Construction Superintendent to provide site construction supervision for the EPC Contractor’s work to our project team during the execution of the Duqm Integrated Power and Water Plant which is a captive plant serving the Duqm Refinery Project. Other projects may also be assigned.

The initial focus of the role will be to closely monitor the EPC Works activities at site in respect to compliance with HSE requirements, contractual technical specifications/standards and quality requirements as well to ensure the works progress is in line with the overall schedule.

Qualified candidates should possess a minimum of 20 years’ experience as Construction Superintendent Roles in Power Plant and/or reverse osmosis desalination. A minimum of 7 years should have been as a Construction Superintended at executed Power Plant projects in GCC.

SPECIFIC RESPONSIBILITIES:

  • As a member of the site projects team, provide an input for the formulation of plans for management of all electrical activities and materials.

  • Adhere to the Company’s health, safety, environmental and security policies at all times and immediately report violations of these policies to Marafiq’s health, safety & environment representatives

  • Review the EPC Contractors electrical scope of work drawings and specifications during design and construction and identify any non-conformities against codes and standards and the contract documents.

  • Oversee site contractor fabrication, construction, and hookup work activities during Execution Phase

  • Provide the interface between the work face and the Construction Manager

  • Ensure good communication and relation with the EPC contractor

  • Serve as day-to-day interface with contractor and craft labor during the Construction Phase, providing a focus on safety, quality, cost, and schedule

  • Provide safety monitoring/leadership

  • Interface with QA/QC personnel to address quality issues/progress

  • Provide oversight of contractor materials management/verification systems

  • Verify post-site arrival of procured equipment and engineering equipment

  • Interface with contractor for field level changes, e.g., scope, costs

  • Ensure compliance with specifications, procedures, and plans

  • Monitor workforce productivity and progress relative to schedule

  • Monitor environmental compliance, as required

  • Delegate for Construction Manager as required

  • Coaching and development of Omani Engineers

  • Experience in pre-commissioning and commissioning preparation and sequence is preferable

EDUCATION/EXPERIENCE:

  • Bachelor Degree in Electrical Engineering equivalent from an accredited university

  • A minimum of 15 years’ hands on experience in installation of power plants which shall include Step-Up

  • Transformers, GTG and STG and High Voltage Electrical Substation.

  • Minimum 10 years of experience working in the GCC Countries, special consideration shall be given to the experience in the Sultanate of Oman.

  • Extensive experience in design, engineering and Construction Management in power transmission line

  • Strong knowledge of OETC Standards Construction and Equipment specifications, AER and Omani Grid National Regulations

  • Experience in pre-Commissioning, commissioning and startup for Power Plant, Electrical Substations, SCADA, Fire Protection, Security and Telecommunications systems

  • Knowledge with engineering tools and Auto-Cad

  • English language fluency.

  • Strong analytical and technical writing skills

  • Leadership and Supervisory skills

  • Good interpersonal and communication skills.
